Abstract
The advancement of information technology has enhanced digital interaction while simultaneously giving rise to cyberbullying, which poses serious impacts on victims' rights, particularly regarding legal protection and psychological recovery. Law enforcement in Indonesia continues to face normative and implementational challenges. The Supreme Court Decision Number 6069 K/Pid.Sus/2023 serves as a significant precedent for assessing the fulfillment of victims' rights. This research employs a normative legal method with statutory and case approaches, analyzing primary, secondary and tertiary legal materials. The findings indicate that while criminal sanctions against perpetrators have been imposed, the rights of victims specifically restitution, rehabilitation and sustainable protection remain suboptimal, as victims are still positioned as mere complementary elements in the judicial process. This research emphasizes the necessity of a victim-oriented approach and the harmonization of legal norms and judicial practices to ensure that the protection of cyberbullying victims is more effective and just.
