Abstract

The Pancasila Value Indicators are a meta-legal guide introduced by BPIP to align the substance of policies and regulations with Pancasila values. However, its implementation faces fundamental issues impacting legal certainty, institutional governance, and consistency in law-making. This study aims to examine the application and formulate an ideal concept of the Pancasila Value Indicators, expected to realize law in accordance with Pancasila. The research findings show that BPIP's legitimacy, relying on a Presidential Regulation, limits the recognition and binding power of its normative products. Therefore, strengthening BPIP through legislation, explicit integration of indicators, and technical guidelines is essential.

The author is a legal analyst working at the Indonesian Pancasila Ideology Development Agency (BPIP), specifically in the Advocacy Directorate of the Legal, Advocacy, and Regulatory Oversight Deputy. In addition, the author is actively involved in various legal and advocacy activities that support the strengthening and development of Pancasila values in Indonesia. The author holds a law degree from the Faculty of Law, Universitas Brawijaya, with a concentration in constitutional law, and is currently pursuing a Master's degree in Law at Universitas Bhayangkara Jakarta Raya to further enhance their knowledge and skills in the legal field.
