Abstract

Paid parking at public service institutions is problematic when its basis, tariff and management are not integrated into service standards. This normative legal study examines official documents from Tangerang Regency General Hospital and the Population and Civil Registration Office. Law Number 25 of 2009 on Public Services requires transparent costs and facilities. Regional Regulation Number 1 of 2024 provides the fiscal framework, while Regent Regulation Number 39 of 2022 is limited to parking on public roads. A 2026 hospital document divides parking into commercial and non-commercial areas. The 2025 civil registration standard declares population services free but does not integrate parking. Unclear authority, tariffs, agreements, or revenue flows may constitute an abuse of authority, while illegal levies and corruption require separate proof. The local government should regulate parking at public service institutions, include it in service standards and provide exemptions or validated tariffs for users of essential services.
