Abstract

The issuance of multiple land certificates reveals a gap between the normative aims of land registration and its implementation because certificates intended to ensure legal certainty instead generate disputes. This empirical-juridical study examines that legal-certainty gap in dispute settlement at the South Tangerang City Land Office and its causes. The findings show that the procedures comply with applicable rules, yet legal certainty remains unrealized because of administrative errors, overlapping maps, incomplete title histories, unintegrated electronic data, the parties' conduct, and jurisdictional limits. The central problem is weak implementation of land administration.
