Reconstruction Of Regional Government Authority In Forest Area Supervision: Addressing The Authorityresponse Gap In Indonesia

Abstract
The allocation of forestry authority in Indonesia creates a gap between the power to make definitive decisions and the capacity to respond to problems at the site level. This normative legal study, using statutory and conceptual approaches, shows that Law 23/2014, Government Regulation 23/2021 and Law 30/2014 provide supervisory and sanctioning instruments, but lack an administrative chain linking local complaints, verification, escalation and cross-level decisions. Unlike prior decentralization studies, this article proposes a Function- and ProblemScale-Based Responsive Forest Area Authority Model binding definitive authority to response through mandatory local verification, limited territorial functions, time-bound escalation and review by competent officials.
