Implementation Of Local Government Supervision And Guidance Of Illegal Mining In Argasunya Village, Cirebon City

Abstract

This study analyzes the authority and supervisory functions of the Cirebon City Government regarding illegal mining, the obstacles hindering their effectiveness, and the formulation of an ideal supervisory model. Employing a socio-legal (empirical-juridical) method, the findings indicate that although technical authority shifted to the central and provincial governments under Law No. 3 of 2020, the local government retains responsibility for maintaining public order, environmental protection, and public safety. Supervision remains ineffective due to economic factors, geographical conditions, land status, limited authority, and weak coordination and law enforcement. The study recommends a Collaborative Supervision Model Based on Community Empowerment—facilitated through strengthened inter-agency coordination, public participation, and economic empowerment—to ensure effective and sustainable supervision.
